border-box;">5月18日中午，东安镇民政办电话反映，发现一名滞留该镇的外来又聋又哑且不识字的智力残疾流浪乞讨老人。接报后，县救助管理站积极采取救助行动。</p><p style="text-indent: 2em;white-space: normal;box-sizing: border-box;">一是启动疫情期间应急方案，对该名流浪乞讨老人进行隔离关爱救助。</p><p style="text-indent: 2em;white-space: normal;box-sizing: border-box;">二是按照常态化疫情防控要求，及时将此情况上报县疫情防控指挥部，并联系县疾控中心对该名老人进行核酸检测。</p><p style="text-indent: 2em;white-space: normal;box-sizing: border-box;">三是会同东安镇派出所利用公安机关失踪人员管理系统核查其身份信息，经民政救助管理系统人脸识别技术，识别出该流浪乞讨老人为陕西省宝鸡市千阳县张家塬镇人张应昌，现年66岁。县救助管理站立即与陕西省宝鸡市千阳县救助管理站取得联系，经千阳县救助管理站协查，最终确认该人信息属实。</p><p style="text-indent: 2em;white-space:
