2002年，教育部《关于加强基础教育办学管理若干问题的通知》（教基〔2002〕1号）明确规定：“各地公办高中不得占用学校正常的教育资源举办高中毕业生复读班，也不得招收高中毕业生插班复读”，此后教育部多次重申此规定，市教委也出台了相关文件，提出了坚决贯彻教育部要求的有关规定。但是，个别普通高中仍有举办复读班、招收复读生的情况，各区县教育部门、各高中学校要提高政治站位，加强高中招生管理，全市普通高中学校不得举办复读班，不得与社会机构联合举办复读班，不得在培训机构以学校名义举办复读班，不得招收复读插班生，新生入学的高一年级不得出现大班额增量，保障高考综合改革的顺利实施，保障普通高中课程改革深入推进。</span></p></section></section></section><p><br></p><section 2em;">各区县教育行政部门要加强对学校的督导，针对复读生问题，立即开展一次摸排，发现问题立即整改到位。</span><span style="font-family: 宋体, SimSun;font-size: 17px;text-indent: 2em;">各区县教育行政部门要督促指导辖区高中学校认真做好关于复读生政策的解释工作。</span><span style="font-family: 宋体, SimSun;font-size: 17px;text-indent: 2em;">市教委将采取“不发通知、不打招呼、不听汇报、不陪同接待、直奔单位”的明察暗访形式，重点查处违规办学行为，对于不认真落实关于复读生的政策，以及未认真做好政策解释工作引起不稳定事件的，将依法依规严肃问责。</span><span style="font-family:
