16px;">此次专项整治将聚焦社会反映强烈的突出问题，在不同环节开展治理。通过对照自查、检查抽查、开展师德专题教育等措施，进一步压实责任、完善机制、查找问题、形成震慑。通过此次专项整治，要求各地开展自查自改，完善管理机制，建立工作台账，对查实的问题依法依规严肃处理，持之以恒抓好师生群众反映强烈、影响恶劣的突出问题整治；梳理查处的有偿补课、违规收受礼品礼金问题典型案例，建立典型案例库，并通过全国教师管理信息系统动态更新；结合教育部公开曝光的违反教师职业行为十项准则典型案例和各地各校查处的相关案例，开展警示教育，组织教师剖析原因、对照查摆，引导教师以案明纪、警钟长鸣。</span></p><p 16px;">为全面贯彻党中央、国务院对师德师风建设的部署要求和中央领导同志重要指示批示精神，深化落实《新时代中小学教师职业行为十项准则》（教师〔2018〕16号）、《严禁中小学校和在职中小学教师有偿补课的规定》（教师〔2015〕5号）、《严禁教师违规收受学生及家长礼品礼金等行为的规定》（教监〔2014〕4号）等相关规定，进一步规范中小学教师职业行为，促进中小学生健康全面发展，教育部决定自2021年7月至2022年3月，面向全国中小学校和教师开展有偿补课和违规收受礼品礼金问题专项整治工作（以下简称专项整治），现将有关事项通知如下。</span></p><p rgb(0, 72, 132);box-sizing: border-box;">一、专项整治主要目标</span></strong></span></p><p style="text-indent: 2em;box-sizing: border-box;"><br></p><p style="text-indent: 2em;box-sizing: border-box;"><span style="box-sizing: border-box;font-size: 16px;">以习近平新时代中国特色社会主义思想为指导，全面贯彻落实习近平总书记关于师德师风的重要指示批示精神，坚持教育与实践相结合、治标与治本相结合、全面整改与长效机制相结合的原则，强化责任、形成震慑，坚持依法依规、德法并举，通过九个月的专项整治，有效遏制中小学教师“课上不讲课下讲”“组织开办校外培训班”“到校外培训机构兼职”“同家长搞利益交换”等突出问题，治理和查处侵害群众利益的不正之风和腐败问题，努力建设一支政治素质过硬、业务能力精湛、育人水平高超的高素质教师队伍，营造风清气正的育人环境。</span></p><p style="text-indent: 2em;box-sizing: border-box;"><br></p><p style="text-indent: 2em;box-sizing: border-box;"><span style="font-size: 16px;"><strong style="box-sizing: border-box;"><span style="color: rgb(0, 72, 132);box-sizing: border-box;">二、专项整治主要措施</span></strong></span></p><p style="text-indent: 2em;box-sizing: border-box;"><br></p><p style="text-indent: 2em;box-sizing: border-box;"><span style="font-size: 16px;"><strong style="box-sizing: border-box;"><span style="color: rgb(0, 72, 132);box-sizing: border-box;">（一）开展对照自查</span></strong></span></p><p style="text-indent: 2em;box-sizing: border-box;"><br></p><p style="text-indent: 2em;box-sizing: border-box;"><span style="font-size: 16px;"><span style="color: rgb(0, 72, 132);box-sizing: border-box;">一是管理机制自查</span><span style="box-sizing: border-box;">。各地对照十项准则等制度要求，组织开展对照检查工作。重点对照检查本地区查处整治相关问题组织机构是否健全、部门协作机制是否建立、管理制度是否完善、管理措施是否落实等。对照自查中发现的问题，要认真分析，制定措施，逐项落实，全面整改。（2021年8月底前完成）</span></span></p><p style="text-indent: border-box;">。各省份按照通知要求，制定实施方案，设立专门举报电话和信箱，组织下辖各市、县、学校开展问题自查，建立工作台账。对已办结的予以销号、在办的及时办结、新发现的问题明确办理时限和办理方式，对疑难复杂问题要深入研究，防止久拖不决。对查实的问题，对照有关规定，依法依规严肃处理，持之以恒抓好师生群众反映强烈、影响恶劣的突出问题整治，从严查处，强化监督，有效遏止相关问题的发生。（2022年3月底前完成）</span></span></p><p border-box;">三是严肃处理通报</span><span style="box-sizing: border-box;">。各地结合问题调查和处置工作，梳理本地查处的问题典型案例，建立典型案例库，对案例进一步梳理分析，采取内外结合的方式，在一定范围内通报；案例性质严重或影响恶劣的，报教育部（教师工作司）。结合问题查处通报，举一反三，精准发现和解决本地师德建设中存在的突出问题，补齐工作短板，消除风险隐患，巩固专项整治工作成果。坚持失责必问、问责必严，对不履行或不正确履行职责的，依据有关规定严肃追究相关人员责任，严肃问责所在学校负责人。（2021年7月至2022年3月）</span></span></p><p border-box;">。各地各校组织教师召开师德警示教育大会，以教育部网站公开曝光的违反教师职业行为十项准则相关典型案例和各地各校查处的相关案例为反面教材，分析违规问题和处理结果，引导教师以案为鉴；结合师德违规问题，对照新时代中小学教师职业行为十项准则，强调课堂教学、社会活动、廉洁自律等方面的正面规范和负面清单，引导教师以案明纪；学校出现相关师德违规问题的，要在会上详细通报具体问题及处理结果，组织教师讨论剖析原因、对照查摆自省，做到警钟长鸣。（2021年7月至2022年3月）</span></span></p><p 16px;">各省、市、县对专项整治工作情况开展逐级检查抽查，教育部将组建检查组，选取部分省份进行重点检查和随机抽查，并对检查抽查情况进行反馈和通报。督促指导各地结合典型问题查处，将解决师德突出问题和保障教师合法权益相统一，补齐工作短板，切实消除风险隐患，巩固提升师德师风建设成果，推动十项准则落地生效。（2022年3月底前完成）</span></p><p style="text-indent: 16px;">根据《教育部关于在教育系统开展师德专题教育的通知》（教师函〔2021〕3号）要求，贯穿2021年全年，在教育系统开展师德专题教育，组织深入学习习近平总书记关于师德师风的重要指示批示精神，强化教师“四史”学习教育，开展师德优秀典型先进事迹宣传学习，引导教师学习践行新时代师德规范，集中开展师德警示教育。注重融入日常、抓在经常，系统组织、分类指导。（2021全年）</span></p><p border-box;">。习近平总书记强调，要把师德师风建设摆在首要位置。教师思想政治和师德师风建设工作是凝心铸魂、立德树人的基础性工程，关乎学生成长成才，关乎教育改革发展，关乎社会文明风尚，关乎国家长治久安。各地要深刻认识专项整治工作的重要性、迫切性，切实增强思想自觉和行动自觉，加强组织领导和整体部署。</span></span></p><p style="text-indent: border-box;">。强化专项工作责任制，健全专项整治组织协调。各省级教育行政部门是专项整治的责任主体，与相关部门按行政隶属关系、管理权限，健全组织体系，制定工作方案，扎实开展工作。中小学校和教师也要参照工作要求，开展对照检查。坚持以查促建、以查促改，边查边建、边查边改。</span></span></p><p style="text-indent: 2em;box-sizing: border-box;">（三）完善机制，建立长效性</span></strong><span style="box-sizing: border-box;">。各地、各校要充分认识到有偿补课和收受礼品礼金问题成因复杂，对持续推进问题整治的长期性、艰巨性保持清醒认识。要利用这次专项整治，加强调查研究，深入分析根源，建立长效机制，实现源头、过程、出口全过程管理。在具体工作中，要分类施治、精准施策，避免形式主义，避免增加基层学校和教师负担。在专项整治中，会同宣传部门强化正面宣传，提前预判舆情风险点，密切关注舆情发展，严防借机恶意诋毁、炒作。</span></span></p><p style="font-size: 16px;"><strong style="box-sizing: border-box;"><span style="color: rgb(0, 72, 132);box-sizing: border-box;">（一）建立典型案例库</span></strong><span style="box-sizing: border-box;">。梳理查处的有偿补课、违规收受礼品礼金问题典型案例，建立典型案例库，对案例进一步梳理分析，查实案例涉及的教师全部录入全国教师管理信息系统，并及时更新处理情况。每季度（9月底前、12月底前、3月底前）报送《中小学有偿补课和教师违规收受礼品礼金线索情况统计表》，首次报送包括专项整治开始前查处的案例。</span></span></p><p border-box;">。各地结合线索处置和调查处理工作，总结专项整治开展情况和成效不足，加强组织领导、落实主体责任、严格责任追究、强化宣传教育、严格教师管理，建立健全问题查处和警示通报机制。通过此次专项整治，探索建立师德师风问题线索处置、违规问题查处、典型问题通报等制度，发现和解决问题，补齐工作短板，切实防范风险隐患。</span></span></p><p style="text-indent: 2em;box-sizing: border-box;"><br></p><p style="text-indent: 2em;box-sizing: border-box;"><span style="box-sizing: border-box;font-size: 16px;">撰写提交工作报告，内容包括专项整治工作总体情况、自查整改情况、违规案例情况、处理通报情况、警示教育开展情况及工作成效、改进措施等。2021年11月30日前提交中期报告，2022年3月31日前提交总结报告。违规案例和工作报告由省、自治区、直辖市教育厅（教委）主要负责同志签名并加盖公章后连同电子表（光盘保存）报教育部（教师工作司）。</span></p><p
