style="font-size: 15px;color: rgb(255, 104, 39);">违法违规行为的通告</span></strong></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><br></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">当前，国内出现多点散发本土疫情，感染者大多有跨区域旅游活动，疫情进一步扩散风险仍在加大。为进一步做好我县新冠疫情防控工作，保障人民生命健康安全，根据《中华人民共和国传染病防治法》《中华人民共和国突发事件应对法》《中华人民共和国刑法》《中华人民共和国治安管理处罚法》和国务院《突发公共卫生事件应急条例》《公共场所卫生管理条例》等法律法规，凡有下列情形之一的，依法依规对行为人予以警告、罚款、拘留等行政处罚；情节严重构成犯罪的，依法追究刑事责任：</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">一、确诊或疑似新冠肺炎患者、无症状感染者、密切接触者、密切接触者的密切接触者、一般接触者以及有发热、咳嗽等症状者，故意隐瞒接触史，或拒不配合工作人员依法开展流行病学调查，拒不执行相关检测、隔离、治疗等防控措施的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">二、从境外、国内中高风险地区以及市疫情防控工作领导小组指定的重点地区来城返城人员，故意隐瞒旅居史、接触史，不按规定主动登记报告，在工作人员调查时不如实报告，不配合完成居家或集中隔离医学观察的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">三、擅自离开县新冠肺炎疫情防控指挥部划定的封闭区、封控区、风险区，故意传播新冠肺炎病原体的；集中隔离和居家隔离医学观察期间，不遵守管理规定，擅自外出，造成传染风险和隐患的；自我健康管理期间，擅自乘坐公共交通工具、参加聚集聚会活动、进入密闭公共场所，造成传染风险和隐患的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">四、医院、商超、市场、酒店、宾馆、车站、影院、景区、洗浴场所、学校、培训机构、敬老院、养老院、金融保险、窗口服务、宗教场所、歌舞游艺、棋牌室、网吧、餐饮、大巴山森林人家等重点场所不履行主体责任，不严格落实疫情防控措施的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">五、冷链食品、寄递物流经营者不按规定落实核酸检测、来源登记、物品消毒等疫情防控措施，造成传染风险和隐患的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">六、在疫情期间实施非法经营、哄抬物价等违法犯罪行为。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">七、编造涉疫虚假信息，在网络或其它媒体上传播，或者明知是涉疫虚假信息，在网络或其它媒体上传播，扰乱社会秩序的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">八、私自售卖退烧、止咳类药品，对购买退烧、止咳、抗病毒、抗菌素类药品人员不按规定进行实名登记并及时上报、引导就诊，造成传染风险和隐患的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">九、拒不配合、恶意阻挠或暴力抗拒医疗机构疫情期间实行院区封闭管理，强行增加陪护人员，借用、套用他人核酸检测报告以及违反医院疫情防控其他相关规定，扰乱医院正常秩序的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">十、拒不配合、恶意阻挠或暴力抗拒工作人员开展信息核查登记、传染病学调查、样本采集、环境消杀等防控措施的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">十一、违规举办大型节庆活动、聚会、演出等人群聚集活动，影响疫情防控，特别是造成疫情传播的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">十二、不按规定佩戴口罩出入公共场所或乘坐公共交通工具，不配合扫码（健康码、行程码）、测体温，不听劝阻，妨碍疫情防控的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;"><br></span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;">十三、拒不执行人民政府在疫情防控期间发布的决定、命令以及实施其他阻碍疫情防控工作人员依法执行公务、干扰疫情防控工作、扰乱社会管理和公共秩序行为的。</span></p><p style="text-align: justify;line-height: 1.75em;text-indent: 2em;"><span style="font-size:
