PingFangSC-Light;">为进一步加强和规范安全生产培训管理，确保培训质量，切实提升从业人员安全素质和技能，预防和减少生产安全事故，保障人民群众生命和财产安全，应急管理部近日决定，自2021年11月至2022年10月，开展安全生产培训“走过场”专项整治。</span></p><p style="vertical-align:inherit;text-indent: 2em;margin-bottom: 10px;line-height: 2em;"><span style="color: rgb(63, 63, 63);font-size: 16px;font-family: PingFangSC-Light;">当前，安全生产培训方面暴露出培训走形式、考试把关不严格，甚至涉嫌考试作弊等突出问题。例如，山东潍坊安丘市某培训机构举办的企业主要负责人、安全管理人员培训班，擅自压缩培训学时，工作人员划答案让学员考核时照着抄；北京市大兴区某特种作业考试点与某培训学校勾结，以“保过”为名，超出正常市场价格收取培训费用，提供考试作弊“一条龙服务”。类似这些违法违规行为，严重扰乱正常安全生产培训秩序，导致一些安全技能不足的从业人员进入有关岗位，对安全生产带来重大风险隐患。</span></p><p style="vertical-align:inherit;text-indent: 2em;margin-bottom: 10px;line-height: 2em;"><span style="color: rgb(63, 63, 63);font-size: 16px;font-family: PingFangSC-Light;">此次专项整治，针对安全培训机构、考试机构和考试点、生产经营单位等3类主体，重点整治安全培训机构不按照培训大纲规定组织教学培训，擅自改变教学内容、压缩培训学时，甚至与考试机构和考试点勾结，举办“包过班”；考试机构和考试点不按计划组织实施考试，理论考试监考和实操考评不严格，纵容或直接参与考生作弊；生产经营单位未制定安全生产培训计划或不按计划实施培训，不按规定落实特种作业人员持证上岗制度等违法违规行为。</span></p><p PingFangSC-Light;">应急管理部强调，各级应急管理部门<strong>要</strong>坚持人民至上、生命至上，把保护人民生命安全摆在首位，将此次专项整治作为为民惠民的一项务实举措，切实负起责任，抓好落实；<strong>要</strong>加强监管执法，在各单位自查自改基础上，对培训机构、考试机构和考试点进行全覆盖执法检查，对高危行业企业进行抽查检查，严厉查处违法违规行为；<strong>要</strong>加大宣传力度，及时曝光典型案例，畅通举报渠道，充分发挥社会监督作用；<strong>要</strong>结合高危行业领域安全技能提升行动、打击假冒政府网站制售假冒安全生产证书专项行动等，加强统筹协调，务求专项整治取得实效。应急管理部鼓励社会公众举报安全生产培训和考试违法违规行为，可以通过举报专线“12350”、政府网站举报窗口等渠道举报。</span></p></section><section
