重庆农村自建房建设安全管理最新要求出炉！

style="font-size: 16px;">依据《重庆市村镇规划建设管理条例》，农村自建房主要指农民个人自建的限额以下工程（四层以下或者建筑面积五百平方米以下住宅或者跨度在六米以下的单层建筑，以下不含本数）。</span></section></section></section></section></section></section><section 10px;margin-top: 10px;"><span style="font-size: 16px;">（一）应当严格履行报批程序，办理宅基地审批、乡村建设规划许可或工程规划许可，未经批准和定位放线，村民不得建设住房。</span></section><p style="text-indent: 2em;line-height: 1.75em;margin-bottom: 10px;margin-top: 10px;"><span style="font-size: 16px;">（二）主动接受乡镇（街道）指导和技术服务，选用标准通用图，或委托有资质的单位、设计人员设计。</span></p><section style="text-indent: 2em;line-height: 1.75em;margin-bottom: 10px;margin-top: 10px;"><span style="font-size: 16px;">（三）应当委托农村建筑工匠或有资质单位施工，并签订建房合同，明确质量安全责任、质量保证期限和双方的权利义务；鼓励采用“1名工匠+若干名劳务人员”施工组织形式。</span></section><section style="text-indent: 2em;line-height: 1.75em;margin-bottom: 10px;margin-top: 10px;"><span style="font-size: 16px;">（四）委托建筑工匠施工的，要明确一名有施工管理经验、经培训的“工匠带头人”，具体负责施工安全管理，并在提交申请时提供“工匠带头人”从业情况、施工质量安全承诺书、培训证明。</span></section><section 2em;">（一）有明确的责任人。施工队伍应当明确一名有施工管理经验、经培训合格的安全管理员或“工匠带头人”负责现场施工安全管理。<br></span></section><section style="text-indent: 2em;line-height: 1.75em;margin-bottom: 10px;margin-top: 10px;"><span style="font-size: 16px;">（二）有必备的防护用具。“工匠带头人”承接建房业务时，现场必须配备基本的安全防护用品，建议不少于5个安全帽、3根安全带，能确保为现场每名作业人员配备一顶合格安全帽，为每名登高作业人员配备一根合格安全带。</span></section><p style="text-align: center;"></p><div 16px;">（一）严格审批。实施建房审批时，应向建房人和工匠带头人发放安全宣传册并当面宣讲安全常识；现场核查时，要查验施工方（工匠）提供的必备安全防护用品，督促其落实现场基本安全措施。</span></p><p style="text-align: center;"></p><div style="text-align:center"></div><p></p><p 16px;">（二）加强监管。负责村民建房质量安全监管，整合监管力量，实行批管合一；安排专业监管人员认真开展“四到场”检查（批前选址到场、建时放样到场、建中巡查到场、竣工验收到场），建立到场监督检查签到、拍照，形成留档记录台账。</span></p><p style="text-indent: 2em;margin-bottom: 10px;margin-top: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（三）强化培训。每年组织镇村干部、工匠、建房人轮训，举办现场观摩会和技能竞赛；推动成立工匠协会，公布工匠名录，开展工匠社会评价。</span></p><p style="text-indent: 2em;margin-bottom: 10px;margin-top: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（四）村（居）委会巡查。落实村（居）委会和网格员的巡查、报告、劝阻义务，以网格为基本单元落实网格员开展日常巡查，重点对拆除方法、开挖地基、安装预制楼板、浇筑混凝土、拆卸模板和脚手架等关键点进行巡查指导，对冒险作业行为进行劝导、制止，对严重违法行为及时报告乡镇（街道）。</span></p><p style="text-indent: 2em;margin-bottom: 10px;margin-top: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（五）构建联动。鼓励通过制定村规民约、成立村民建房理事会等方式规范约束违规行为；对存在严重违法行为且拒不整改的，及时进行抄告供水、供电、供气单位，相关部门不得提供用水、用电、用气服务。</span></p><section transparent;">（一）加快完善制度办法。按照“谁审批、谁监管、谁负责”的原则，加快研究建立农村房屋建设用地、规划、设计、施工、经营、改扩建和变更用途等全过程管理制度，做到有人管、有条件管、有办法管。<br></span></p><p style="text-indent: 2em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（二）加强工匠队伍管理。加大农村建筑工匠培训力度，持续推动农村建筑工匠继续教育，构建以农村建筑工匠为核心的农房建设实施体系，通过“1名工匠+若干名劳务人员”施工组织形式，培育“带不走的”农村建设队伍。</span></p><p style="text-indent: 2em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（三）大力推广标准图集。按照安全实用原则，以解决农民建房过程中安全问题为重点，每年编制一定数量的农村住房标准图集；加大标准图集宣传推广力度，引导农村群众建房向注重安全转变。</span></p><p style="text-indent: 2em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（四）加强施工技术指导。综合考虑工程实践和安全需要，研究编制农村房屋施工技术规范，明晰基础、结构、安装、装饰等施工安全技术要求，引导群众规范建房、安全建房，提升农房建设质量水平。</span></p><section style="text-indent: 2em;"><br></section><section style="text-indent: 2em;"><br 16px;">（一）与安全知识宣教工作充分结合。各区县（自治县），两江新区、重庆高新区、万盛经开区（以下统称区县），要加大对农村建房安全知识的宣传力度，通过媒体报道、印发宣传图册及资料等手段，组织开展农村房屋建设安全知识普及宣传进村入户，充分宣传农村建房建设安全管理八句关键要领（附件2），强化农村自建房工匠队伍和村民依法建房、安全建房意识。</span></p><p style="text-indent: 2em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（二）与农房建设管理工作高度融合。各区县要统筹好发展和安全两件大事，高度融合《重庆市加快农房和村庄建设现代化实施方案》的各项政策和任务要求，在加快推进农房建设现代化各项任务同时，全面提升农房建设安全管理水平。</span></p><p style="text-indent: 2em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"><span style="font-size: 16px;">（三）与农村危房改造工作共同推动。各区县要统筹运用农村危房改造工作中的各项政策和管理力量，督促责任主体落实“五个基本”（即基本的质量标准、基本的结构设计、基本的建筑工匠管理、基本的质量检查、基本的管理能力），建立健全农村危房改造质量安全管理制度，切实提高农村建房安全管理水平，确保农村建房安全户户有保障。</span></p><section style="text-indent: 16px;">（四）纳入安全生产督查考核，实施奖惩。各区县要把农民自建房建设安全工作纳入日常督查、巡查、通报、考核中，强化指导督促，促进形势好转。对于农村自建房过程中发生的生产安全事故，严肃开展事故调查；对造成2人及以上死亡或多人受伤的典型安全事故，市安委办将对事故查处予以挂牌督办，督促相关区县和行业部门认真落实事故整改和防范措施。</span></section><section
