我市各地持续加强安全生产和自然灾害防治工作（四）

连日来，我市安委会召开安全生产与应急工作会议，要求各级各部门要严格落实当前安全生产的重要指示批示精神，坚持人民至上、生命至上，更好统筹发展和安全。要盯紧重点工作，抓牢关键环节，集中精力全力以赴抓好最后一个月安全生产工作，坚决防控重特大事故，确保实现全年目标任务。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 严防严控抓落实。各区县要坚决防控3人以上的较大事故，认真开展大排查、大整治、大执法，紧紧抓住部门尽职履责的“十条措施”，紧紧抓住企业管理落实的一线岗位责任制，充分做好一手抓“十条措施”，一手抓企业的一线岗位责任制，促进各项措施落到实处。各级各部门，各行各业要尽职履责全员到位深入第一线督导安全工作，每周报告区县党政主要负责人安全生产的尽职履责情况，每周报告各行业部门主要负责人、安全分管负责人的尽职履责情况。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 统筹协调抓重点。当前正值岁末年尾，要统筹做好今冬明春安全生产与自然灾害防控工作，落实常态化安全监管“十条措施”加强版，扎实推进“两节”期间大排查大整治大执法，确保全市社会大局和谐稳定。要把 “十大领域”继续作为重中之重，抓住交通，建设、危险化学品、工矿商贸、消防、旅游、重点人员密集场所安全，以及今冬明春消防的安全整治工作。同时，要把自然灾害备在前、防在前，特别是各区县要落实属地责任，对辖区燃气油气企业、用气单位、用户的安全管理负总责；市有关部门要落实属事责任，加强对行业领域的统筹调度和督查指导；各生产经营企业要落实主体责任，抓好企业安全生产和用户安全管理；用气单位及个人要落实防范责任，按规定做好燃气油气使用和保护。</p><section 抓“责任到人”，传导压力。区委、区政府多次召开专题会议研究部署安全生产工作，要求区级领导按照“三个一”工作要求，即开展一次暗访督查、一次专题研判、一次督导检查，全面梳理今年重点工作目标任务，查漏补缺，层层传导压力，压实压紧各级各部门监管责任，确保全年目标任务圆满收官。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 抓“隐患排查”，严格执法。全区持续深入开展大排查大整治大执法，强化重点行业领域监管执法“清零”全覆盖， 压实属地属事监管责任，倒逼企业安全生产主体责任落实。截至目前，全区共检查各类生产经营单位（场所）16768家次，对检查发现安全隐患和问题及时责令相关单位整治。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 抓“群众举报”，广泛宣传。制定印发了《安全生产举报奖励实施办法》《安全生产举报奖励操作流程》，广泛宣传12350安全生产举报热线，全力推进全区安全生产举报奖励工作。截至目前，12350坐席接线668次，受理举报25起，核查22起。</p><section “两单两卡”是指企业一线岗位从业人员岗位风险清单、岗位职责清单和岗位操作卡、岗位应急处置卡。为确保企业落实“两单两卡”，区应急局一方面安排部署，督促企业落实安全管理主体责任，努力实现企业一线岗位从业人员安全文明素质大幅提升、安全生产保障能力显著增强的目标；另一方面，全区工贸、非煤矿山、危险化学品等各行业通过下发文件、召开专题会议、模拟执法培训等形式及时传达贯彻相关会议精神，促使企业进一步落实主体责任；其次，区应急局确定工贸企业、非煤矿山企业、危险化学品企业各几家作为市级、区级试点企业，并让各工业园发展中心从“高温熔融、粉尘防爆、有限空间”企业中报3家作为本园区试点。从而以点带面，让这些示范企业带动全区其他企业全面推进“两单两卡”工作落地落实。</p><section 多维度构建工作机制。从安排部署、宣传造势、责任到人、尽职尽责、督查警示、严格执法、群众举报、诚信管理、节点值守和专家服务等10个方面，分别从政府、部门和生产经营单位两个层面明确其工作职责、工作内容、工作措施和具体要求，提出工作举措66条，推动政府部门监管责任和企业主体责任的落实，构建常态化安全监管工作机制。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 工作手册宣传入脑入心。将“十条措施”编制成工作手册，对全区涉及安全生产和自然灾害防治的监管干部、企事业单位负责人、安全管理人员和村（居）专职干部人手一册，共计发放1.3万余册，务实推动“十条措施”入脑入心，真正成为安全监管的基本要求和行动规范。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 督查督促推动常态落实。将常态化落实“十条措施”工作情况纳入区安委办区减灾办对24个街镇（园城）及相关部门综合督查，并在季度督查通报中进行通报，督促整改，以促进全区事故防控和灾害防治形势持续稳定向好。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 引领示范带动全区效行。在全区危化、非煤矿山、工贸行业中通过评审选取6个企业作为“十项措施”落实较好的示范企业，以此带动更多企业落实好十条措施办法，累计聘请专家50余人/次帮助企业共同查找问题、制定整改方案，通过多方力量推动企业形成安全生产自觉性。</p><section 10px;margin-bottom: 10px;line-height: 1.75em;"> 组织培训提高应用技能。组织15个镇街的工贸监管人员以及200余名企业安全管理员开展“互联网+安全监管”业务系统培训会，详细介绍了风险辨识、日周月隐患排查、安全教育培训、应急预案及演练等模块操作应用，并就推广该系统重要性、优势作了演示和互动交流。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 分类指导推动企业落地落实。每天上系统抽查103家在册工贸企业信息填报情况，采取电话指导、微信工作群解答、现场帮扶等方式督促企业做实风险隐患排查治理，切实消除生产安全事故隐患。</p><p style="text-indent: 0em;margin-top: 10px;margin-bottom: 10px;line-height: 1.75em;"> 精准执法确保取得实效。联合消防、经信、属地镇街等单位，重点对长期不在系统填报信息、自查风险隐患敷衍了事的企业开展综合执法检查，严肃查处发现的违法违规行为，推动企业认真落实安全生产主体责任，不断提高安全监管效能。</p><p style="outline: 0px;letter-spacing:
