16px;">，即两个《通知》印发后，违反《通知》精神，未经批准改变永久基本农田耕地地类的，应稳妥处置并整改恢复为耕地；未经批准改变一般耕地地类的，原则上整改恢复为耕地，确实难以恢复的，由县级人民政府统一组织落实耕地“进出平衡”。对于违法违规占用耕地行为，要依法依规严肃查处，涉嫌犯罪的，及时移送司法机关追究刑事责任。对实质性违法建设行为，要从重严处。</span>
