#000000;font-size: 16px;">2018年全国开展扫黑除恶行动时，一起由城口县公安局负责侦办的串通投标案件，因部分团伙成员闻风逃窜至省外或境外，致使案件侦查工作一时陷入僵局。</span></p><p style="vertical-align:inherit;text-indent: 0em;"><span style="color: #000000;font-size: 16px;">次年1月，县局专案组为突破现状，经研究决定吸收余新洪为扫黑专案组成员，负责攻坚排查该案件主犯在经济领域内涉嫌犯罪的线索。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">余新洪临危受命。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">“这起案件很复杂，其实关于主犯涉嫌犯罪、称霸一方的犯罪举报由来已久，但每次都因证据原因而逃避打击。这次主犯虽然没像其它团伙成员一样逃离，但直接指向其涉嫌犯罪的证据还是不充分。”面对因部分团伙成员四散逃离、证据链不完整的情况，余新洪不免焦急，只能强制要求自己沉心静气。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">余新洪带领小组成员从与该团伙可能产生关联的工程招投标环节开始梳理，从参与招投标的数十个公司的投标过程及投标档案中查找蛛丝马迹。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">历时110多天，转战山东、河南、江西、山西、湖北、重庆等6省10多个市县的20余家公司企业，对40余名自然人涉及的40余家银行的80余个银行账户信息进行逐一取证分析。最终，一个涉案金额高达6800余万，非法获利高达400余万的涉嫌串通投标的团伙浮出水面。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">在固定犯罪证据后，余新洪及其小组成员在多地公安机关的配合下，开展统一收网行动，在重庆、成都等地将该团伙骨干成员抓获。</span></p><p 16px;">“抓获这起团伙骨干成员后，他们认为自己在实施犯罪过程中手段高明，没有留下直接犯罪证据，还试图拒不交代自己的犯罪事实。”余新洪说起犯罪分子的负隅顽抗，他笑道：“天网恢恢疏而不漏，做过的事情肯定会留下痕迹。”</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">面对犯罪分子的顽固抵抗，余新洪带领小组成员继续辗转多个省市深挖余犯，全面搜集证据。随着该团伙潜逃境外的成员被相继抓获，铁证如山，犯罪分子无从狡辩，案件成功侦破。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: 16px;">在城口县招商引资过程中，重庆某企业以助力脱贫攻坚、乡村振兴，开发生态农业项目为名，打着投资城口县乡镇乡村生态旅游项目的幌子，骗取政府职能部门信任，找国有资产为其提供担保，并与银行工作人员内外勾结，骗取了4500万专项贷款，贷款期限8年。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">然而，不到两年时间，该企业就不能按期履约还息，同时拖欠农户报酬，致使土地荒芜。随即，贷款银行向法院起诉借款人及担保人。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">2021年初，担保人向公安机关报案。县公安机关接到报案后，迅速成立专案组展开初查。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">“一开始，嫌疑人谎称所有贷款资金都用在项目开发上了，也提供了财务资料及审计报告等资料，致使案件很难定性。根据我们的经验，侦破这个案件的关键就是要找到他的资金链问题，固定犯罪证据。”余新洪回忆，为了收集取证，他没少下功夫。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">那段时间，每天天微亮他就带领专案组走进大山深处，实地勘察、访村入户，掌握并记录一手资料，再运用经侦专业技能和财务会计知识，推断项目实际投资情况。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">为了节省时间用于取证，他们养成了不太健康的“习惯”，就是每天出发前吃顿早饭，晚上回家再吃“正餐”，中途饿了就啃几口随身携带的干粮。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">“城口的村子不小，距离不算近，我们从这个村走到下一个村经常要走半个多小时。”余新洪说。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">不仅如此，余新洪和专案组还跨多个省市追踪资金流向、核查关键证据，逐一甄别企业提供的虚假财务资料、虚假审计报告、假发票等。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color: #000000;font-size: 16px;">顺藤摸瓜、抽丝剥茧，他又敏锐地发现了多起下游犯罪线索，成功找出了制作虚假财务资料、虚假审计报告、假发票的犯罪证据和团伙，以及利用职务之便进行内外勾结，实施骗取贷款、违法发放贷款的银行工作人员等。</span></p><p style="vertical-align:inherit;text-indent: 2em;"><span style="color:
