99);">注重管好过程。针对行政规范性文件制定过程中发生的争议，《渝北区行政规范性文件争议协调处理办法》明确可以采取自主协调处理和第三方评估协调处理；针对专家论证组织不够严密等问题，《渝北区行政规范性文件专家论证实施细则》对专家条件、论证内容和程序等作出规范，并由起草文件单位组织实施。</span></section><section style="text-indent: 1px;">三合监狱坚持实事求是、问题导向、严格保密的原则，通过日常了解、谈心谈话、“朋友圈”“微信群”摸排、民警报告特定事项、与家属联系沟通、实地走访等方式，广泛深入收集掌握民警警情廉情，及时排查苗头性、倾向性问题和潜在风险隐患。监狱每季度以党委会或党委扩大会的形式、各党支部每月以支部委员会或支委扩大会的形式组织开展分析研判，及时了解民警队伍的思想、工作、廉情动态等情况，切实掌握队伍基本情况、政治建设情况、意识形态工作责任制落实情况、廉情动态情况、八小时内外警情动态情况等。</span></section><section 1px;">三合监狱警情廉情分析重点突出原因分析和趋势研判，既从民警队伍自身上找差距，也从单位管理体制机制上寻漏洞，分析出现问题的深层次原因，预判民警队伍中可能出现的共性问题和个案发展趋势问题。同时，不断强化结果运用，实事求是、见人见事的提出工作措施，推动警情廉情分析、研判、处置工作走深走实。监狱对分析出来的“重点帮扶对象”，严格落实“一人一策”帮护措施，对一般性、苗头性问题，综合利用提醒谈话、批评教育、责令检查、通报批评、诫勉等方式进行处理，将警情廉情相关分析及处置结果，纳入民警考核评价和廉政档案重要内容，切实确保警情廉情分析制度落实落细，不断强化队伍教育管理，努力打造一支忠诚干净担当的新时代监狱人民警察队伍。</span></section></section></section></section><section
