17px;">安全生产十五条措施重申了党委对安全生产工作的领导，进一步强化党委政府的领导责任、部门的监管责任、企业的主体责任及追责问责。明确各有关部门要按照“管行业必须管安全、管业务必须管安全、管生产经营必须管安全”和“谁主管谁负责”的原则，依法依规抓紧编制安全生产权力和责任清单。对职能交叉和新业态新风险，按照“谁主管谁牵头、谁为主谁牵头、谁靠近谁牵头”的原则及时明确监管责任。企业法定代表人、实际控制人、实际负责人，要严格履行安全生产第一责任人责任，对本单位安全生产负总责。</span></p><p
