style="letter-spacing: 1px; visibility: visible;">2022年，我们要深入学习贯彻习近平总书记重要指示精神，全面落实党中央、国务院决策部署，聚焦“守底线、抓发展、促振兴”，推动160个重点县有效衔接工作落细落实。在总体把握上，主要是做到“一个确保，四个着力”：<strong style="visibility: visible;">一是确保不发生规模性返贫。</strong>这是巩固拓展脱贫攻坚成果的底线任务。必须落实好防止返贫动态监测和帮扶机制，对监测对象做到早发现、早干预、早帮扶，实行动态清零。<strong style="visibility: visible;">二是着力增加农民收入。</strong>这是巩固拓展脱贫攻坚成果的根本措施。必须抓好产业和就业两个关键，积极推动创新创业、投资兴业，促进农民群众持续增收，逐步缩小收入差距。<strong style="visibility: visible;">三是着力壮大县域经济。</strong>这是脱贫地区发展的主攻方向。必须用发展的办法巩固拓展脱贫攻坚成果，积极培育既富民又促进财政增收的主导产业，逐步缩小发展差距。<strong style="visibility: visible;">四是着力加强兜底保障。</strong>这是防止返贫的最后一道防线。必须把丧失劳动能力的脱贫人口和低收入人口及时纳入现有社保体系，并根据经济社会发展水平逐步提高保障标准。<strong style="visibility: 17px;">个重点县的特色产业多数尚处于起步阶段，在技术、设施、营销、人才等方面存在突出短板。最近，中央组织部牵头，农业农村部、国家乡村振兴局等部门配合，启动了向160个重点县选派科技特派团工作，按照“一县一团”原则，围绕特色产业精准开展科技服务和人才培养帮带。各地要高度重视，组织强有力的班子，加强统筹协调，精心组织实施，推动落地见效。要进一步用好驻村干部，同时要用好返乡、回乡、下乡人才，让他们在助推产业发展方面发挥更大作用。国家乡村振兴局和中国农业银行在160个重点县推出了面向全体农户的“富民贷”，其他金融机构也推出了一批针对性强的金融产品，各地要用好这些政策。</span></span><span
