严格人员流动管理。</span></strong>静态管理区域内除核酸检测、医疗救护、应急抢险、城市保供、垃圾处理、行政执法等工作人员外，全体居民非必要一律居家不外出，严禁聚集；各级机关事业单位相关干部职工在做好自我防护的前提下，协助完成临时管控和全员核酸检测工作，其余干部职工居家办公；各级各类学校、幼儿园、托育机构、校外培训机构一律停止线下教学，寄宿制学校、有住校生的学校对在校师生实行封闭管理；辖区各地取消一切赶集、宴席、会议等人员聚集性活动；敬老院、养老院、公安监所等重点场所严格封闭管理；各生产企业一律停产，严格落实企业防控主体责任，实施静态封闭管理。</p><p 严格实施交通管控。</span></strong>除保障城市运行的救护车、消防车、物资保障车和经批准的车辆外，班线车、公交车、出租车、网约车等全部暂停运营，社会车辆一律不得上路，对新入万车辆及人员严格闭环管理。</p><p style="vertical-align:inherit;white-space: normal;"><br></p><p 全面关停人员聚集性场所。</span></strong>除市市场监管、卫健部门确定的保障居民基本生活需要、具备疫情防控条件的民生保供点外，所有商超、农贸市场、景区景点、餐饮娱乐、民营医院等经营性场所一律暂停营业；宾馆、酒店、民宿等住宿场所实行人员只入不出的封闭管理；施工场地、在建工地等一律暂停施工。</p><p style="vertical-align:inherit;white-space: 做好基本生活保障。</span></strong>各相关部门要全面充分做好居民的基本生活物资及医疗保障，如居民有应急物资采购、紧急就医等需求，请及时联系所在社区、村（居）委会。各医疗机构应严格执行首诊负责制，加强院感防控，保障群众各类医疗服务需求。</p><p style="vertical-align:inherit;white-space: normal;"><br></p><p 有序开展核酸检测。</span></strong>全市人员均要按照村（社区）的通知要求，有序进行核酸检测，做到“应检尽检”。进行采样时，主动出示“天府健康通健康码”；无智能手机、不会使用天府健康通的老人、孩子，请家人、邻居提前代为申领天府健康通健康码，采样时随同亮码采样，或携带本人身份证采样；所有人员全程规范佩戴口罩，落实一米线，有序排队等候，避免扎堆聚集；核酸采样完成后，按照闭环管理原则，一律按指定线路返回居家；48小时内接种过新冠疫苗需向村（社区）报备，不参加本次核酸采样；正在集中隔离、居家隔离、居家健康监测人员仍按原规定和渠道进行检测；长期卧床、行动不便或其他原因不能现场采样的人员，由流动采样人员上门采样，本人或家庭其他成员应提前与所在村（社区）工作人员做好对接。</p><p 严格落实个人责任。</span></strong>广大居民要做好个人防护，关注官方信息发布，不信谣、不传谣，提前做好出行安排，对违反本通告规定的单位和个人，对传播不实信息、不服从疫情防控管理、不参加全员核酸检测，不听从工作人员劝阻，造成严重后果的，将严肃追究法律责任。</p><p style="vertical-align:inherit;white-space: 2em;">2. 采样前30分钟，有吸烟、喝酒、嚼口香糖等人；</section><section style="white-space: normal;text-indent: 2em;">3. 采样前2小时内，进食太饱的人员；</section><section style="white-space: normal;text-indent: 2em;">4. 核酸检测前有口服抗病毒和抗感染的药物人员；</section><section style="white-space: normal;text-indent: 2em;">5. 对于口鼻咽部有病症的人员，如出血、水肿等；</section><section style="white-space: normal;text-indent: 2em;">6. 进行核酸检测时出现恶心呕吐的人，应暂缓做核酸检测，需等检测者缓解后再予以进行；</section><section style="white-space: normal;text-indent: 2em;">7.
