margin: 0px 0px 5px; text-indent: 2em; white-space: normal; padding: 0px; box-sizing: border-box; visibility: visible;">《意见》要求，要按照“精准化安置、封闭化管理、网格化服务、规范化建设”的目标，遵循“因地制宜、规范管理、强化服务”的总体要求，着力加强受灾人员集中安置点规范化建设，确保受灾人员“有饭吃、有衣穿、有干净水喝、有临时安全住处、有医疗服务”，有效保障受灾人员基本生活，维护灾区社会和谐稳定。</p><p style="text-align: left; margin: 0px 0px 5px; text-indent: 2em; white-space: normal; padding: 0px; box-sizing: border-box; visibility: visible;">《意见》明确，安置方案要“建立组织机构、明确工作职责、加强人员配备、落实工作要求”，选定地址要“注重选址环境、具备生活条件、确保交通便利”，配齐设施要“有住宿帐篷、有生活设施、有医疗服务、有标识标牌”，优质服务要“开展志愿服务、开展信息服务、开展安全宣传”，规范管理要“严格人员管理、严格安全管理、严格食品安全、严格卫生防疫、严格返回程序”。</p><p style="text-align: left;
