text-indent: 2em; text-align: justify; line-height: 1.75em;">城口全县境内90%以上是山地，海拔2000米以上的大山有400多座，全县由北向南排列有大巴山、牛心山、旗杆山、梆梆梁、八台山、雪宝山等6座大山。同时，城口县境内水系发达，有大小河流700多条，山峰与河谷相对落差达1000多米的，沟壑纵横。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">如要建设高速公路，按设计要求全线桥隧比高达77%，个别地段桥隧比将高达95%至99.2%。也就是说，整条高速已不是传统意义上的“路”了，而是一条又一条幽深的隧道连接着高耸的桥梁。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">在这些巍峨的群山之中，还蕴藏着险恶的地质灾害，如高速公路要穿越旗杆山，这里就聚集了全国高速公路所能遇见的所有不良地质，如瓦斯、断层、岩溶、暗河、涌水、突泥、岩爆……被隧道专家称为“不良地质博物馆”；再如高速公路要穿越的雪宝山，不仅海拔高<span style="margin: 0px; padding: 0px; border: 0px; text-indent: 2em;">度2626米，而且隧道长度达到11.5公里，最大埋深1337米，还要穿越8条构造带、6条断裂带，在施工过程中还会遇到很多很多未知的不良地质；再如，在这里建造大型桥梁，面临的是陡峭山坡与心惊胆战的悬崖，莫说建造桥墩，就连双脚站立的空间都没有，施工便道修建、设备和材料运输等，都是棘手难题！</span></p><p style="margin-top: 0px; line-height: 1.75em;">加快杆线管网改迁。城开高速公路城口段跨越9个乡镇（街道），除用地红线范围以外，弃渣场、施工附属设施需要大量临时用地，涉及杆线管网改迁工作量很大。为加快推进杆线管网改迁工作，指挥部印发了《城开高速公路城口段杆线管网改迁工作方案》，县级有关部门、有关乡镇（街道）、杆线管网业主单位各施其职、各负其责，保障了相关工作按用地需求落实落细。城开高速公路城口段共改迁完成7条高压电力线路；改迁完成10千伏电力线路23处54公里；改迁完成44个变台低压线路、14 台变压器；全面完成5个合同段用地<span style="margin: 0px; text-indent: 2em;">工场地在斜度60度、70度甚至近乎90度的山坡上，大型机械根本无法进场，修建施工便桥所需的物资，只有采用马驮肩扛的原始方法进行运输，500米的运输距离却要花费2个多月的时间，耗时最长的施工便道修了14个月。</span></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">身穿专用防静电工作服，头戴阻燃帽，帽子上加上防爆探照灯，脚穿阻燃安全鞋。同时，手持报警仪、肩背自救器。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">鸡鸣隧道瓦斯治理负责人罗太进，每天都要佩戴一套非常复杂的特殊装备才能进入隧<span style="margin: 0px; padding: 0px; border: 0px; text-indent: 2em;">道。</span></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">“必须从头武装到脚，否则不能进隧道。”罗太进告诉记者，这是项目部对所有人的规定。不仅如此，洞内所有施工设备，挖掘机、装载机、运输车等都必须进行改装，“加穿”防护服以防燃爆。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">原来，鸡鸣隧道18次穿越煤层，不良地质错综复杂，其中尤以高瓦斯、煤与瓦斯突出最为严重。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">鸡鸣隧道出口右洞施工时，施工人员在进行超前钻探中突遇煤层，这比勘测时预测煤层提前了390米。经专家进一步诊断发现：孔口瓦斯浓度已超过10%，瓦斯倾角达70%，长度达20多米，煤层厚度达1.42米，检测出所有的指标都超过临界值。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">项目部立即请来重庆、湖南、四川、贵州等地的专家、专业团队和瓦斯治理科研院所。经过10多次商讨，专家们开展了揭煤防突专项设计、揭煤防突施工专项方案、现场九大安全系统改造、瓦斯治理抽排措施等多项工作。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">尤其是岩溶、暗河。“称之为‘水帘洞’，一点都不夸张。”朱宝权告诉记者，“洞中架桥”“洞中打洞”“划船进洞”的故事，都发生在这个隧道里。</p><p style="margin-top: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;">2018 年，项目部在为旗杆山隧道修建斜井时，发现路面下方有一个溶洞，洞深十几米，下面还有暗河。项目部最终在溶洞上架桥通过。当斜井进洞100米左右时，项目部又探测到前方有一条暗河，水量很大。于是，项目部在隧道边上十几米处，打了个洞进去，把水引出来，主洞的水位降下来后，才继续施工。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">2019年夏，当斜井打到1100米时，突然发现大量涌水，项目部用了100多台水泵，花了8个月时间才将水抽完。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">“涌水到了隧道掌子面，根本没法走进去，只能坐橡皮艇划进去。”朱宝权称，水抽完了，还要堵水，一般的材料堵不住。最终，他们采用成都理工大学的方案，运用了建水电站的材料，可快速凝固，才将水堵住。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; white-space: normal; text-indent: 2em; text-align: justify; line-height: 1.75em;">2020年9月，他们又遭遇大涌水，每小时涌水量达到2—3万立方米。当时，既要排水，又要防止已掘进隧道垮塌。为此，他们一面用钢管搭“管棚”固定壁周，一面引水泄压。这一次涌水，也足足排了4个月。</p><p style="margin-top: 0px;
