“第一次评价时间是3个月内，也就是每年3月前召开建议交办会交办代表所提建议，承办单位要在6月30日前给代表第一次回复；第二次评价也就是第一次回复后4个月，一般就是10月30日前进行。”城口县人大常委会人代工委有关负责人对该县人大实施的代表建议办理“两次评价”机制进行详细阐述：在第一次评价中，代表针对第一次回复从五个方面进行评价：一是承办单位与代表沟通方式，从座谈沟通、电话沟通、其他三个方面填写；二是答复函内容的针对性，从有针对性、无针对性、答复内容与建议无关三个方面填写；三是对承办单位办理态度，从满意、基本满意、不满意三个方面填写；四是对代表建议答复，从满意、基本满意、不满意三个方面填写；五是就承办单位办理态度和答复函情况提出意见。在第二次评价中，代表针对第一次回复事项具体落实情况从三个方面进行评价：一是答复函承诺事项落实情况，从已落实、部分落实、未落实三方面填写；二是对代表建议办理结果的评价，从满意、基本满意、不满意三方面填写；三是对承办单位答复函承诺事项落实和办理结果提出意见。“第一次评价、第二次评价都直接反馈给县人大常委会人代工委，对于‘基本满意、不满意’的，由人代工委召集政府办、承办单位进行面对面沟通，提出办理要求。”对于代表表示“不满意”的建议办理，该县人大常委会明确了跟进措施，杜绝代表“被满意”。</span></p></section></section></section><section “我印象深刻的是2022年在城口县第十八届人民代表大会第一次会议上提交的《关于规范我县燃气安装收费的建议》，办理单位是城口县经济和信息化委员会、城口县发展和改革委员会。”提及在2022年该县人代会上所提的建议，该县人大代表胥力表示，他的建议主要是针对该县没有及时落实国家关于城镇燃气工程安装收费的相关文件，燃气安装收费标准偏高，特别是对学校等用气大户既收取了安装工程的直接费用，又按设备日用气总量收取每立方米900元的初装费，导致初装费用高昂，大大加重了用户负担。他建议，城口县按照国家、重庆市文件要求及2020年1月1日起正式施行的《重庆市天然气管理条例》，尽快出台新的文件，规范全县燃气安装收费行为。<span “城口县经济和信息化委员会在对我的建议的复函中没有明确落实上级文件的具体措施和时间，办理过程中也没有与我沟通。所以，第一次评价为‘不满意’，紧接着，县人大常委会人代工委将我的评价结果反馈给办理单位，引起办理单位高度重视，立即安排业务科室负责人上门听取我的意见。”胥力说，“我认为，解决学校等集体用气大户安装费收费过高的问题，行业主管部门就要不折不扣地执行重庆市人大常委会最新通过的《重庆市天然气管理条例》及国家和市级部门文件的相关规定，切实履行监管职责，并尽快向社会发布燃气安装合规企业名单，加快建立完善燃气工程安装竞争性市场体系，充分发挥市场决定价格的作用。”针对胥力的意见，该县经信委有关负责人向他作了深入解释：目前该县居民用气是LNG气源，成本很高，价格波动剧烈。考虑到老百姓基本民生，向居民实际收取的单价远低于成本价，运营企业亏损严重，故暂时没有严格执行关于燃气安装的收费规定，以让企业生存下去，并承诺2023年6月万源至城口的长输管道气开通后，将坚决规范安装收费行为。</p><p 2021年以来，城口县人大常委会出台了《县人大代表建议办理考核细则》，采取负面清单形式，规定凡未按时办理或办理结果评价为“基本满意”或“不满意”的，在年度经济社会发展实绩考核总分中扣减相应分值，最高可扣3分。据该县人大常委会有关负责人介绍，具体扣分细则为：一是逾期办理县人大代表建议的，主办单位每件扣0.2分；二是县人大代表在第一次评价和第二次评价中有“不满意”的，主办单位每件扣0.5分；三是凡主办县人大代表建议5件以上的单位，未按时提交书面办理情况分析报告的，每次扣0.5分；四是凡协办单位配合不力的，由主办单位提出书面说明，查实情况后，协办单位每件扣0.1分，折半用于主办单位抵扣被扣分值。</p><p %，代表第一次回执‘满意’的有202件、占96.65%，代表第二次回执‘满意’的有199件、占95.21%。”关于“两次评价”的制度功效，该县人大常委会的一份报告这样“数”说。</p><p style="max-inline-size: 100%;box-sizing: content-box;cursor: text;color: rgb(0, 0, 0);caret-color: 据了解，这166件落实的承诺事项涉及乡村振兴产业发展、环境整治、乡村治理57件，涉及交通建设13件，涉及城市建设51件，涉及教育、医疗37件，涉及其他8件。这166件事项，直指民生冷暖和基层治理；这166件事项的落实，就是基层人大制度探索转化为治理效能的生动见证，也是人大制度优势不断迸发的有力佐证，其示范效应必将让更多百姓的“获得感”体现在一个个承诺事项的落实中。</p></section></section></section><section
