17px;">我县地处大巴山南麓，重庆最北端，医疗条件相对滞后。为了能给患者提供更好的医疗服务，解决群众外出就医不便的困苦。黄正宇在去年提出了《关于提早谋划建设三级医院工作的建议》。“这一建议得到了县委政府的高度重视，借助‘组团式’帮扶国家乡村振兴重点帮扶县人民医院的契机，充实了医院管理队伍，并在东部新区规划三级医院建设选址。”黄正宇说。</span></section><section 17px;">近年来，黄正宇还观察到我县因肾功能衰竭需要通过血液透析维持生命的患者由几年前的4人增加到了190人左右，且这部分患者医疗自付费用负担较大，一人生病将影响一个家庭。因此，黄正宇准备在即将召开的县政协十届二次会议上提出《关于县政府特殊考虑解决血液透析患者部分自付费用问题的建议》，希望在一定程度上能减轻透析患者的经济负担。</span></section><section
