box-sizing: border-box;">2022年9月，区委第四巡察组进驻武隆城市发展（集团）有限公司（以下简称“城发集团”）开展常规巡察。巡察公告张贴后的第二天，接访专用电话就响起来了。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">“给水务公司修完山坪塘五年多了，一直没有结清工钱。找了很多次，每次都说钱已拨给了施工方，找他们要钱去。”农民工蔡仕银既着急又无奈的说道，“施工方又以资金周转不灵为由，一拖再拖。请你们帮帮忙，追回欠薪。”</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">拖欠民工工资是民生大事，巡察组立即找到城发集团下属水务公司山坪塘项目负责人了解情况，并拨通施工单位老板电话。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">“拿到工程款，又转投了其它项目，近年大环境不好，丢了不少钱，等有钱了立马补上……”施工单位只认账不还账的态度，让巡察组也碰了“一鼻子灰”。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">为摸清欠薪症结，对症下药，巡察组将该问题作为巡察期间发现损害群众利益的突出问题，一边调取水务公司项目部的项目结算、工程报表等资料，一边实地走访该项目管理员、项目班组民工，全程跟踪了解工程款支付过程以及是否还存在类似情况。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">经了解，2016年7月，水务公司在鸭江镇懒堰塘新建山坪塘用以蓄水抗旱。项目完工后，水务公司向施工方支付了全部钱款，但对施工方是否兑付农民工工资没有跟进监督落实，最终不了了之。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">厘清事情的来龙去脉和问题症结后，巡察组立即按照《关于规范巡察期间立行立改工作的规定》等相关要求，将该问题反馈给城发集团党委，督促其立行立改，认真处理欠薪问题；同步约谈该项目管理人黄某某等2人，压紧压实责任，要求督促施工方尽快兑付结清。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">城发集团党委高度重视，第一时间组织召开问题分析研判会，对该项目拖欠农民工工资情况全面核查，发现拖欠农民工工资金额2.6万余元，涉及农民工7名，并安排专人督促施工方15天结清拖欠工资；同时，举一反三，成立专项督查组对80余个在建项目、120余个建成项目是否存在欠薪问题进行拉网式排查，发现并整改兑付不及时、不规范等问题15个。</p><p style="text-indent: 2em; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em; box-sizing: border-box;">此外，该公司还建立健全农民工工资支付长效机制，要求各项目部督促施工方开设民工工资专用账户，按项目款的25%汇入其中，交由银行代付，从根本上解决支付农民工工资问题。公司纪委集中约谈工程建设、财务管理、法务审计等重点行业领域关键人员24人，组织各工程管理人员学习培训《农民工工资“一金三制”制度》《保障农民工工资支付条例》等2300人次，层层传导责任压力，强化履职担当意识。</p></section></section><section style="margin-top: -1em;
