border-box;">“现在，村里的河长每周都在巡河，河水清了，生态好了，我们的生意也更好了。”面对回访的纪检监察干部，当地农庄老板满意地说。</p><p style="white-space: normal;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-indent: 2em;white-space: normal;box-sizing: border-box;">为守护好长江上游的一江碧水，该县深入落实“河长制”，建成“智慧河长”系统，推进河湖、左右岸、干支流协同治理，切实改善生态环境和水域生态功能。“我们立足职责，把压实县乡村三级河长责任作为做实做细政治监督重要抓手，持续推动河长制走向河长治。”城口县纪委监委有关负责人说。</p><p border-box;">此前，县委巡察组陆续接到多起群众反映生活环境问题，特别是发展乡村旅游河段污染严重。巡察组了解到，居民乱倾乱倒，部分农庄将厨房污水直排到河、群众保护河流意识不够等问题是造成河道污染的重要原因。“我们及时督促河长落实查河、治河、管河责任，推动河长制从有名无责向扛责履责转变，实现河流治理保护一管到底，使突出问题得到有效解决。”该县纪委监委有关负责人说。</p><p border-box;">为有效压实“县、乡、村”三级河长责任，日常监督中，县纪委监委持续推进健全基层监督体系，强化“室组地”联动，通过专项督查、数字监督，精准发现问题。</p><p style="white-space: normal;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p border-box;">县纪委监委派驻县农业农村委纪检监察组工作人员利用城口县智慧河长信息系统，对河长巡河履职情况进行跟进监督，先后发现巴山镇、左岚乡等乡级河长未按要求常态化开展巡河查河问题。针对存在的问题，县纪委监委联合县委巡察组开展“纪巡”联动，开展任河干支流“一河一长”落实情况专项监督，做到全县各干支流乡级河长履职情况监督检查全覆盖，并向县河长办公室发出巡察建议书，督促责任落实。</p><p border-box;">与此同时，针对监督发现跨区域河流存在生活污水直排、河道采砂、乱倾乱倒、非法捕捞等问题，县纪委监委与毗邻区县纪检监察机关加强跨区域监督执纪执法联动，督促毗邻区域职能部门签订流域共管共治合作协议，进一步优化区域县级河长联动，有效消除责任盲区和监管死角，共同推进任河流域综合整治。</p><p style="white-space: normal;box-sizing:
