1.75em;">董奕锋指出，信访工作是党和政府密切联系群众的桥梁和纽带，是了解社情民意和为政得失的重要窗口。各级各部门要始终坚持以人民为中心的发展思想，牢记为民解难、为党分忧的政治责任，始终带着感情、带着责任开展工作，不断增强信访工作的前瞻性、系统性和针对性，依法依规把来访群众的信访事项办好办实，以实实在在的成效取信于民。</p><p style="border-width: 1.75em;">董奕锋强调，要加强信访源头管控。坚持按制度办事、按政策办事、按发展的要求办事，把工作做在平时、做在前头，组织开展全面排查、专项排查、滚动排查，发挥好“八张问题清单”作用，加强信访数据动态分析，提升问题主动发现能力。</p><p style="border-width: 0px;border-style: initial;border-color: 1.75em;">要畅通问题反映渠道。坚持和发展新时代“枫桥经验”，认真学习借鉴“浦江经验”，畅通和规范群众诉求表达、利益协调、权益保障通道，推动领导干部接访下访制度化、常态化，及时把矛盾纠纷化解在基层、化解在萌芽状态，真正做到“早发现、早处置”。</p><p style="border-width: 0px;border-style: initial;border-color: 1.75em;">要真正解决群众急难愁盼问题。坚持依法依规、合情合理、尊重历史、实事求是原则，耐心细致做好政策宣传、答疑解惑、情绪疏导等工作，积极寻求政策支撑、法律支撑、程序支撑，深化信访积案化解清零，防止小问题拖成大问题、老问题衍生新问题，使信访工作有力度、有温度、有感情。</p><p style="border-width: 0px;border-style:
