城口县司法局：稳步有序推进乡镇（街道）综合行政执法改革
<p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;">近日，县司法局组织部分乡镇（街道）和重点执法部门开展乡镇（街道）承接行政执法赋权事项论证调研，推动乡镇（街道）有效承接行政执法事项赋权工作，深化乡镇（街道）综合行政执法改革。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;"></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;">与会单位根据各乡镇（街道）实际需要和承接能力选取所需承接的赋权事项，集中对拟承接事项逐一进行评估分析，针对专业技术性较强基层不能承接的，需多部门联合执法、执法程序相对复杂不利于实际承接的提出暂缓赋权的建议，做到科学评估、严谨赋权、突出实效。会上还通报了乡镇（街道）综合行政执法改革工作的背景、前期工作进展情况以及我县镇街承接赋权事项的基本原则和工作要求。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;">同时，县司法局近期还组织开展了试点街道行政执法事项赋权工作调研，实地查看了试点街道综合行政执法队伍建设、装备配备、行政执法“三项制度”落实等工作情况，并组织部分人员围绕《城口县街道承接行政执法赋权事项清单（征求意见稿）》进行交流讨论。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;">下一步，县司法局将围绕镇街赋权事项开展针对性业务培训和执法指导，全面梳理赋权事项涉及的法律法规规章以及自由裁量规定并配套下发镇街，督促镇街执法人员及时学、马上用。统筹建立健全行政执法单位与镇街间的分片指导、会商研判、协调联动、案件移送和执法监督等制度机制，形成行政执法闭环监管体系，杜绝“一放了之”、乱执法滥执法问题发生，确保赋权事项放得下、接得住、管得好。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify; line-height: 1.75em;"><br style="color: rgb(51, 51, 51); font-family: ���ź�, Helvetica, Arial, sans-serif; font-size: 17.068px; text-indent: 34.136px; white-space: normal; background-color: rgb(255, 255, 255);"/></p><p><span style="font-size: 11px;">来源：掌上城口</span></p><link rel="stylesheet" href="//bbs.cktcw.cn/source/plugin/wcn_editor/public/wcn_editor_fit.css?v134_TL3" id="wcn_editor_css"/>
