margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify;">抓实立项审批制度，严格按照工程项目实施管理要求，编制项目可行性研究报告、设计预算、实施方案，落实工程立项、概算、实施方案，用地手续办理，行洪论证等审批程序，保证项目合法合理合规。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; text-indent: 2em; text-align: justify;">抓实公示公开制度，项目实施过程中，通过乡村两级公示栏对项目建设情况、完成情况、劳务报酬发放情况、资金使用情况、绩效发挥等情况进行公示公开，确保项目实施、资金使用规范透明，设置、公布监督举报电话，广泛接受社会监督。</p><p style="margin-top: 0px;
