16px;">其中，检验检查专项整治将重点针对影像学、核医学检查类，超声检查类，病理检查类，检验类，系统诊疗类等项目；血液透析及器官移植重点检查医疗机构是否存在虚增治疗次数、重复叠加超限超量开药、虚增药品耗材、虚构诊疗项目、降低住院指征或通过违规优惠等方式诱导非本院定点病人住院进行治疗等违规行为。</span></p><p style="font-size: 16px;">“此次专项整治行动针对的是重庆医疗机构检验检查项目费用增长较快、费用占比较大、检验检查过度等问题，以及医疗机构特病门诊代开处方拿药、倒卖药品等违法违规情况。”石存玉表示，专项整治行动将运用医保数据分析、智能筛查、部门联合现场检查等措施手段，对定点医疗机构医保基金的使用情况深入分析。</span></p><p 16px;">近日，重庆市医疗保障局、市公安局已联合印发《关于做好欺诈骗取医疗保障基金案件移送工作的通知》，对涉及欺诈骗取医保基金行为的移送标准、移送程序等进行了规范和明确。该《通知》是重庆关于医保欺诈骗保行刑衔接工作的的指导性文件，也是今后开展行刑衔接工作的主要依据。</span></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><br></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><span style="font-size: 16px;">《通知》主要参照《中华人民共和国刑法》及我市公安部门的诈骗罪入刑标准，明确欺诈骗保案件移送违法金额从5000元起。同时，结合重庆当前打击欺诈骗保工作实际，梳理出常见的一些违法行为，如有以下情形之一，医保部门将移交公安机关按刑事犯罪进行立案查处：</span></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><br></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><span style="font-size: 16px;">①通过伪造医疗文书、财务发票或凭证等方式，虚构医疗服务“假住院、假就诊”骗取医保基金的；</span></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><br></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><span style="font-size: 16px;">②伪造虚假凭证或串通参保人员套取现金骗取医保基金的；</span></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><br></p><p style="text-align:justify;text-indent: 2em;line-height: 1.75em;letter-spacing: 0px;"><span style="font-size: 16px;">③收集参保人员医保凭证，转卖或出卖由医保基金支付的药品等谋取利益的；</span></p><p
