16px;">法院审理查明，2013年5月24日，张某明（另案处理）等人在广东省深圳市注册成立某善心汇文化传播有限公司（以下简称“善心汇公司”）。2016年5月，“善心汇公司”的网站“善心汇众扶互生大系统”以及手机客户端完成开发正式上线。“善心汇公司”打着“扶贫济困、均富共生”的幌子，依托“善心汇”网站和手机客户端，设置了在购买“善种子”、注册成为“善心汇”会员后，通过“特困社区”、“贫困社区”、“小康社区”等平台，以购买“善心币”付款“布施”后成为受资助人，然后排队等候其他会员对其“布施”，从中获取20%或30%的收益（称为“排单”）；还设置了每发展一名下线会员，从下线一级、三级、五级隔代成员的“布施”金额中获取6%、4%、2%不等的收益（称为“管理奖”）的方式，不断发展会员、吸收资金。同时，“善心汇公司”将会员分级为A轮服务中心、B轮服务中心、C轮服务中心、A轮功德主、B轮功德主及普通用户，并对服务中心和功德主分别赋予一定的优惠权限。</span></p><p
