0, 0);">2．符合特别扶助条件的原配夫妻，女方年满49周岁，男女双方纳入；女方未满49周岁，男女双方均不纳入。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">3．符合特别扶助条件丧偶现无配偶、离婚现无配偶（单亲家庭）或配偶一方下落不明的，本人年满49周岁时纳入。</span></p><p><span 0);">2．申请人有多种户口状况的，由本人申请公安部门认定户口状况并注销其它户口。未申请认定和注销的，按户口待定处理，不纳入奖励扶助范围。</span></p><p><span style="font-size: 15px;"><br></span></p><p><span style="font-size: 16px;"><strong>（三）子女数界定</strong></span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">1．夫妻现存子女数包括生育子女和收养子女。双胞胎、多胞胎子女按个数计算子女数量。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">2．审查子女数时，只审查现存活子女数，不审查其子女是否生育和子女之间是否见面。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">3．再婚夫妻，再婚后生育和收养子女的，子女数合并计算；若再婚后未再生育和收养子女的，子女数可分开计算。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">4．因婚姻变动形成的单亲家庭，以本人户口界定，子女数以单亲前夫妻双方的子女数计算。单亲家庭符合特别扶助条件，子女数按本人实际生育（含依法收养）的子女数计算。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">5．单身男女收养子女后又结婚生育子女，子女数合并计算。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">6．经公安部门确认为被拐卖的妇女，在被拐卖期间生育的子女未返回与现家庭共同生活的，可不计入现家庭夫妻现存子女数。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">7．1992年4月1日《收养法》实施前所捡养子女视为事实收养。被收养人与收养人依法解除收养关系，不计入收养人现存子女数。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">8．夫妻一方（不包括女方怀孕后离家出走）多年下落不明的，子女数按下落不明前双方生育子女数认定。下落不明方返回后重新确认双方资格。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">9．下落不明未经人民法院宣告死亡的不认定为死亡。</span></p><p><span style="font-size: 15px;"><br></span></p><p><span style="font-size: 16px;"><strong>（四）年龄界定</strong></span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">1．扶助对象的年龄以本人居民身份证载明的出生时间为依据；从未办理居民身份证的，应办理身份证后再申报。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">2．年满60周岁或年满49周岁指当年12月31日以前满60岁或49周岁。</span></p><p><span style="font-size: 16px;"><strong><br></strong></span></p><p><span style="font-size: 16px;"><strong>（五）转户居民享受过渡期的界定</strong></span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">1．2010年8月1日以前，转户居民是指农村居民因成建制地变更户口性质等政府行为成为非农业户口；农村居民因结婚、购买房屋等个人行为登记为非农业户口的不按转户居民对待。从2010年8月1日起，所有转户居民视为成建制农转城。“成建制”不一定以整村整社为单位，也包括一个社的某个区域。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">2．转户居民从首次享受城镇最低生活保障，征地农转非人员从领取安置费（直接支付征地补偿费、安置费）、办理投保单（办理储蓄式养老保险）、首次发放生活费（将补偿费、安置费划拨民政部门按月发放生活费）等实际安置和办理城镇职工基本养老保险待遇的时间作为已享受城镇社会保障待遇的时间。农业户口购买城镇职工基本养老保险的作为已享受城镇社会保障待遇对待。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">3．未享受城镇社会保障待遇的转户居民继续执行原户籍地的农村居民计划生育扶助政策（国家工作人员等除外）。已享受城镇社会保障待遇的转户居民，自享受城镇社会保障待遇当年起，享受计划生育扶助政策5年过渡期（国家工作人员等除外），过渡期届满的次年不再纳入扶助范围并作退出处理。以前已取消计划生育奖励优惠政策的转户居民不再恢复。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">4．国家工作人员包括国家机关、事业单位、国有企业正式工作人员以及政府委派到国家参股企业、控股企业、中外合资企业的管理人员（即由政府任命到企业任职人员）。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">5．转户居民只参加城乡居民社会养老保险的不按已享受城镇社会保障待遇对待。</span></p><p><span style="font-size: 15px;"><br></span></p><p><strong><span style="font-size: 16px;">（六）迁移户口的办理</span></strong></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">1．本区县内迁移户口，迁移前及迁移当年已确认为扶助对象的，迁移后其资格确认手续不重新办理；迁移后才申报的，在户籍地申请办理。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">2．跨区县迁移户口，迁移前及迁移当年已被迁出地确认为扶助对象的，在户口迁移的次年，由户口迁入地区县凭迁出地区县移交的证明材料重新确认；迁移后才符合条件的，由户口迁入区县申请办理。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">3．户口迁出区县负责当年已在本区县申报奖励扶助、特别扶助的迁出人员办理审核手续，在每年12月为已纳入扶助对象的迁出转户居民办理退出手续；每年1月由专人向户口迁入区县移交上年迁出转户居民的奖励扶助和特别扶助档案资料。</span></p><p><span style="font-size: 15px;"><br></span></p><p><span style="font-size: 16px;"><strong>（七）其它界定</strong></span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">1．1994年2月1日以前，以夫妻名义一直共同居住生活未办理结婚登记手续的视为事实婚姻。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">2．申请人未办理结婚登记（事实婚姻除外），一方又下落不明的，不纳入扶助范围。</span></p><p><span style="font-size: 15px;color: rgb(0, 0, 0);">3．处在服刑期的人员不纳入扶助范围，已纳入的暂时取消，刑满释放后恢复。如其配偶符合扶助条件的纳入。</span></p></section><section
