margin-left: 8px; margin-right: 8px; margin-top: 5px; line-height: 1.5em;"><font size="3">“我是四川人，丈夫是江苏苏北人，我们都在江苏昆山工作，平时很少有时间回去陪伴老人。2021年春节，我和丈夫回苏北老家时，发现很多老人都是自己在家过年，有的还是一个人在家过年。聊天中老人给我说，平时有什么事情都尽量不和子女说，怕影响他们工作。但他们还是很希望子女们有时间能多回去陪陪老人。”段俊说，以她的工作地江苏昆山市为例，80%到85%的企业职工都不是昆山本地人，很多是70后、80后、90后，多数是独生子女。这就意味着，他们的父母都可能是“空巢老人”。</font></section><section style="text-align: left; margin-left: 8px; margin-right: 8px; margin-top: 5px; line-height: 1.5em;"><font size="3">“回到昆山后，我对外出工作子女的情况也进行了调研。其中，我的一位同事，其父亲都已经生病住院了，但怕子女分心还在打电话时说自己身体很好，真的挺心酸。”段俊说。</font></section><section style="text-align: left; margin-left: 8px; margin-right: 8px; margin-top: 5px; line-height: 1.5em;"><font size="3">段俊调研发现，自改革开放以来，大批进城务工、创业、求学等人群，大多与父母分隔两地，按时间推算，他们的父母均在60周岁以上，当老人生病住院时，谁来陪护成了难题，特别是因计划生育政策上世纪70、80年代的独生子女家庭，夫妻双方都是独生子女的“双独”家庭，既要照料四位老人，还要照顾自己的子女，更是分身乏术。这部分人群中，一半以上多是“空巢老人”，并且随着时间的推移，这样的老年群体会越来越大。</font></section><section style="text-align: left; margin-left: 8px; margin-right: 8px; margin-top: 5px; line-height: 1.5em;"><font size="3">为此，今年段俊向大会提交了《关于尽快修订<中华人民共和国老年人权益保障法>增加子女看护假》的建议：建议尽快完善相关权益保障细则，增加对赡养人、扶养人照顾失能或患病住院老年人的，用人单位应给予每年累计不少于十天的护理时间；对独生子女照顾失能或患病住院老年父母的，每年护理时间应累计不少于二十天。护理期间享受正常工作期间的福利待遇。</font></section><section style="text-align: left; margin-left: 8px; margin-right: 8px; margin-top: 5px; line-height: 1.5em;"><font size="3">“没想到这个建议会上热搜，这也说明‘空巢老人’现象确实很普遍，说到了大伙心坎里，所以才引起共鸣。关爱‘空巢老人’不能只是说说，要有相关制度和法律保障。这也更加说明‘增加子女看护假’的合理性和迫切性。我看到有留言说，这样会损害企业的利益，这种说法值得商榷。首先，企业也要兼顾社会责任，关爱老人也是社会责任的一部分；其次，若建议被采纳，还会有相应细则加以完善，比如子女看护假需要提供医院证明或相关材料等。”段俊说。</font></section><section style="text-align: center;
