16px;color: #000000;">三合水库是我县县城的集中式饮用水源、国家一级水源地，于2016年8月蓄水试运行。2017年5月正式投入运行后，成为我县城市公用水厂邱家湾水厂的主供水源地，主要满足我县中心城区及茅坪、高坪坎、木瓜坝、桃树坝、柿子坝、沱溪河等县城拓展区5万余人的用水需求，水环境管理不容有失。</span></p><p style="text-indent: 2em;line-height: 2em;"><span style="caret-color: red;font-size: 16px;color: #000000;">县政协委员、县林业局生态修复科科长谢敏多次实地调研三合水库环境后，在2020年县政协九届四次会议期间，提出《关于加强三河水库水环境管理的建议》，建议加强污水直排、库区环境治理、库区内畜牧养殖等整治力度，做好生态调水、底泥疏浚、宣传引导等工作，切实保障居民饮水安全。</span></p><p style="line-height: 2em;text-indent: 县水利局作为该提案办理单位，携手县检察院、县农业农村委、县生态环境局、复兴街道等相关单位，制定水库治理方案和实施意见，着眼“水量达标、水质达标、安全监控达标、管理体系达标”建设目标，通过安装视频监控一套和各类警示牌，完成176户群众搬迁、3个养殖场拆迁任务，做好供水规范化建设，强化水库日常巡查、监测、宣传工作，加大水库水面漂浮物清理，建立三合水库水源污染应急处置方式、供水应急能力建设制度等，切实把水库治理与水环境整治相结合，与生态修复相结合，有效消除饮用水水源安全隐患，实现三合水库原水至龙头水的供水安全达标。</span><span #000000;">“从2020年8月12日，最后1家养殖户完成养殖场地搬迁，三合水库污染整改治理工作全面完成，水源地安全隐患消除，城区5万余人饮水安全得到保障。”县水利局相关负责人表示，下一步，县水利局还将把三合水库饮水水源地水生态修复与保护列入“十四五”水安全保障项目，通过对三合水库消落带治理、水源涵养林建设等方式，进一步改善三合水库区域水环境状况，实现三合水库水质稳定、达标、安全，确保县城居民吃上健康水、放心水。将选取覃家河支流优质水源木坪河，通过水库联通方式补充三合水库水量，确保三合水库水量充足。</span></p><p 谢敏对提案办理结果十分满意，她说：“因为工作原因，我多次走访三合水库，发现水库周围存在多处影响水质的隐患，三合水库保障着城区5万余人的饮用水，所以我提出了相关建议。现在三合水库库区内，该搬迁的群众搬走了，养殖户违法搭建的畜禽养殖圈舍也已经进行了拆除，畜禽养殖已经转移，饮用水源污染安全隐患得以排除，三合水库水环境治理取得了显著成效。”</span></p></section><section
